Lucy Frances March-Phillipps was a member of the National Union of Women's Suffrage Societies (NUWSS), who lived at 4 Wellington Square, Cheltenham.

On the 1901 census she was listed as unmarried, and her occupation was given as "living on own means". Her father, Reverend Edward Thomas March Phillipps, was a clergyman.

She died 30 January 1908.
