Raymond was born in South Molton, Devon, in 1804, the eldest son of William Raymond, Colonial Secretary of Montevideo, Uruguay, and his wife Anna Maria, daughter of Rigby Brodbelt, of Jamaica. Raymond matriculated at Peterhouse College, Cambridge in 1826, BA 1830, MA 1833. He was ordained Deacon (Bristol) in 1830, and Priest in 1831. In 1830, while at Peterhouse, he married Marianne Belcher, second daughter of Admiral Fitzherbert Evans, who was born in Bermuda; they had two daughters.

In 1830 Raymond was licensed Curate of Burleston, Dorset, where he remained until appointed Rector of Stockton-on-Teme, Worcestershire in 1834. He served as a Magistrate for Worcestershire from 1841 and as Rural Dean of Burford 1841-83. While still Rector of Stockton-on-Teme he also held the vicarage of Wilsford, Marlborough 1835-81. In addition, he served as the Master of St Nicholas Hospital, Salisbury, from 1849 as a Diocesan Inspector of Schools, and Prebendary of Wellington, Hereford 1857-89. In 1858 his daughter Ann married Slade Baker (later Baker-Penoyre); the couple lived in Pittville from 1876.

Raymond resigned from his office of Vicar of Stockon-on-Teme in 1883, moving to Hereford, where he lived at The Moor and Hardwick Court, Clifford, and then from 1886 and his death at 14 Pittville Parade (now 28 Evesham Road), Cheltenham. In 1886 he changed his name by deed poll to Raymond-Stallard-Penoyre, on succeeding to the estates of his cousin on his mother’s side Rigby Brodbelt Stallard-Penoyre, whom he succeeded.

He died in 1889 at 14 Pittville Parade, Cheltenham, at the age of eighty-four; his estate at death was valued at just under £31,000.
